Project Overview

The goal of this project is to improve the quality of life in Eunpyeong New Town
and its brand image as well as to provide efficient city management by linking
the new city and existing city and integrating the new systems into
the existing systems.

Many related parties such as Eunpyeong New Town
Smart City company, Seoul Metropolitan Fire &
Disaster Headquarters, map Seoul city, and Seobu/
Eunpyeong police station
have their respective
control centers.

Separately deployed CCTVs need to be integrated and interconnected into a new system.

  • 176 CCTVs are separately operated
  • It’s necessary to build a mapsafe city through minimizing CCTV blind sides.

Consolidates operations of the Eunpyeong-gu Office Smart City integrated
control system and Eunpyeong New Town Smart City integrated control system.

Deploys an efficient integrated control system by linking sub-systems and
related agencies

  • Supports an efficient integrated control service to the administrator by
    linking and integrating the Eunpyeong-gu IBS, facilities management GIS,
    state-of-the-art streetlight management, integrated CCTV management,
    and Eunpyeong New Town Smart City integrated control system.

Creates an integrated CCTV management system

  • Enables integrated management of new and existing CCTVs through video
    integration software
  • Provides site installation and features customized for security purposes
    such as children protection

Creates an integrated control environment optimized for users and tasks

  • Organizes task-specific work spaces supporting different functions
  • Provides a video system for efficient control for each situation

Smart children playground

3S (Smart Play, Safe Place, Smart Grid) has been realized,
so children can have a safe and fun time learning and
experiencing the importance of saving environment and energy.

Intelligent crime prevention CCTV

Intelligent Crime Prevention CCTVs are installed along the streets
and areas (parks and trails) vulnerable to crime, thus enabling crime
prevention and prompt response. All CCTVs are centrally monitored
at the City Integrated Operation Center.

Media board

Media Board provides various entertainment services and information
about Eunpyeong-gu including points of interest, traffic, geography,
government, and environment.

Smart streetlight

Smart Green Street Lamp is a high-efficient LED-based intelligent
street light that provides wireless Internet connection and voice
broadcasting service, as well as street lighting.

Smart Green

It provides the information on air & water quality and Arisu water quality,
from sensors located in the creeks and waterways near Eunpyeong
New Town, on the Media Board and home terminal devices.

Smart home

Smart Home links major organizations in Seoul such as the Traffic
Information Center to allow users to access the traffic, environmental,
and government administrative information in real-time at home for
free without using any other devices.

Smart web portal service

The Smart Web Portal Service delivers locator service, air & water quality
information, and weather forecast for the residents of Eunpyeong-gu.
It also provides Eunpyeong New Town residents with various life
information such as e-library, community, stores, history of
Eunpyeong New Town, etc.

Smart locator service

Smart Locator Service allows their guardians know the location of elderly
or physically challenged people through SMS when they, having the
locator device, leave the Eunpyeong-gu area or press the emergency
button on the device. Guardians can check their current locations
through their cell phones or a web portal anytime, anywhere.




Secures an integrated Smart City reference model and a test bed

  • Government perspective: It can be used as an integrated Smart City reference model for autonomous communities or a standard model
  • Seoul city perspective: It can be used as a test bed for citywide expansion

The first autonomous community to deploy the Smart City integrated operating model

  • Reduces the operating costs of common resources through integrated operation of CCTV/control center

Expected Quantitative Benefits in 2011

  • Arrest rate was improved (95 suspects in 84 robberies and thefts)
  • Over 1,000 visitors took a tour through 58 visits (Yeosu Expo Committee members; CCTV operators from various cities & towns in the country; city officials from Copenhagen, Denmark; government officials from 13 Asian nations; businesspeople from Saudi Arabia, etc.)

Eunpyeong-gu implemented the Smart City control center last year for the first time in Korea. It was selected as a Smart City model city and has been
benchmarked by many other autonomous communities and cities overseas as a front runner in Smart City technology in Korea.

The “Smart City Integrated Control Center" has become a benchmark model for a control system to other autonomous communities and cities overseas.
